when I was living in the Bay Area every when I was living in the Bay Area every city that I work with uh I've always city that I work with uh I've always city that I work with uh I've always told your infrastructure your told your infrastructure your told your infrastructure your connectivity it kind of stuff connectivity it kind of stuff connectivity it kind of stuff and you really should do something about and you really should do something about and you really should do something about it everyone wants some hashtag facts it everyone wants some hashtag facts it everyone wants some hashtag facts everyone wants to do this shiny object everyone wants to do this shiny object everyone wants to do this shiny object stuff traffic modernization I'm sorry if stuff traffic modernization I'm sorry if stuff traffic modernization I'm sorry if you can't do that unless you got fired you can't do that unless you got fired you can't do that unless you got fired um we want to have all of these sensors um we want to have all of these sensors um we want to have all of these sensors out here well I'm sorry your out here well I'm sorry your out here well I'm sorry your infrastructure inside your own infrastructure inside your own infrastructure inside your own establishments establishments establishments so how about looking at extending so how about looking at extending so how about looking at extending yourself above and beyond when the yourself above and beyond when the yourself above and beyond when the pandemic hit an area in the Bay Area pandemic hit an area in the Bay Area pandemic hit an area in the Bay Area called East Palo Alto uh said that they called East Palo Alto uh said that they called East Palo Alto uh said that they just did not have an activity just did not have an activity just did not have an activity um now mind you if you if you're not um now mind you if you if you're not um now mind you if you if you're not familiar with these Palo Alto is familiar with these Palo Alto is familiar with these Palo Alto is predominantly you know normally predominantly you know normally predominantly you know normally African-American but it is truly in Palo African-American but it is truly in Palo African-American but it is truly in Palo Alto it is an underserved community on Alto it is an underserved community on Alto it is an underserved community on one end of it you got the 101 on freeway one end of it you got the 101 on freeway one end of it you got the 101 on freeway on the other end of that much ritual on the other end of that much ritual on the other end of that much ritual but yet this area they were doing but yet this area they were doing but yet this area they were doing homework on their parents followers they homework on their parents followers they homework on their parents followers they had no home in it none of this doesn't had no home in it none of this doesn't had no home in it none of this doesn't happen how could this happen inside of happen how could this happen inside of happen how could this happen inside of um you know an area like how about I um you know an area like how about I um you know an area like how about I don't understand but because I worked don't understand but because I worked don't understand but because I worked with the city Palo Alto and the and the with the city Palo Alto and the and the with the city Palo Alto and the and the county of San Mateo uh a couple of us county of San Mateo uh a couple of us county of San Mateo uh a couple of us got together and said you know off you got together and said you know off you got together and said you know off you know every city is in you know we don't know every city is in you know we don't know every city is in you know we don't have enough infrastructure our art have enough infrastructure our art have enough infrastructure our art infrastructure is kind of bad and you infrastructure is kind of bad and you infrastructure is kind of bad and you know all of these uh Zoom calls and team know all of these uh Zoom calls and team know all of these uh Zoom calls and team calls and everything like that are tip

calls and everything like that are tip calls and everything like that are tip at home uh I've been I've been working at home uh I've been I've been working at home uh I've been I've been working with cities for the past 13 14 years I'm with cities for the past 13 14 years I'm with cities for the past 13 14 years I'm doing them just about everything from doing them just about everything from doing them just about everything from connectivity cyber security privacy all connectivity cyber security privacy all connectivity cyber security privacy all of that of that of that I made a few phone calls and got some I made a few phone calls and got some I made a few phone calls and got some cprs equipment donated I talked to the cprs equipment donated I talked to the cprs equipment donated I talked to the county of San Mateo I said we're going county of San Mateo I said we're going county of San Mateo I said we're going to use your fiber backbone and we're to use your fiber backbone and we're to use your fiber backbone and we're going to extend Wi-Fi to this going to extend Wi-Fi to this going to extend Wi-Fi to this underserved area about five square miles underserved area about five square miles underserved area about five square miles um East Palo Alto the county put up um East Palo Alto the county put up um East Palo Alto the county put up their resources their resources their resources my connections donated to cbrs equipment my connections donated to cbrs equipment my connections donated to cbrs equipment and we went up and we connected that and we went up and we connected that and we went up and we connected that area and the communities subsidized the area and the communities subsidized the area and the communities subsidized the payment of that for payment of that for payment of that for that until 2025. that until 2025. that until 2025. um um um that to me is what is what it takes we that to me is what is what it takes we that to me is what is what it takes we can architect and we can build on all can architect and we can build on all can architect and we can build on all around this but everybody's kind of around this but everybody's kind of around this but everybody's kind of looking for where's the money you know I looking for where's the money you know I looking for where's the money you know I need to get paid I think today I just need to get paid I think today I just need to get paid I think today I just don't need and jumped in at this game don't need and jumped in at this game don't need and jumped in at this game but but but your husband you're calling in favors your husband you're calling in favors your husband you're calling in favors absolutely absolutely so I mean to me absolutely absolutely so I mean to me absolutely absolutely so I mean to me it's a personal thing uh you're making it's a personal thing uh you're making it's a personal thing uh you're making these connections and uh and I was these connections and uh and I was these connections and uh and I was gracious enough you know a couple of gracious enough you know a couple of gracious enough you know a couple of years ago I think I want to see her years ago I think I want to see her years ago I think I want to see her again and I got to talk to him he had again and I got to talk to him he had again and I got to talk to him he had social social social uh and that that drove me it took me two

uh and that that drove me it took me two uh and that that drove me it took me two years to get to Chattanooga but it's years to get to Chattanooga but it's years to get to Chattanooga but it's those are examples and I just encourage those are examples and I just encourage those are examples and I just encourage every single City to look at what every single City to look at what every single City to look at what channel is on the relationship and channel is on the relationship and channel is on the relationship and partnership there yeah so and I'll talk partnership there yeah so and I'll talk partnership there yeah so and I'll talk to them about this in the past and you to them about this in the past and you to them about this in the past and you and I've discussed this what we cannot and I've discussed this what we cannot and I've discussed this what we cannot allow happen is for Chattanooga to be a allow happen is for Chattanooga to be a allow happen is for Chattanooga to be a one-off in this country exactly one-off in this country exactly one-off in this country exactly um now I know there are a lot of things um now I know there are a lot of things um now I know there are a lot of things that happen in Chattanooga that happen in Chattanooga that happen in Chattanooga uh that made that possible uh that made that possible uh that made that possible but the first thing that starts with is but the first thing that starts with is but the first thing that starts with is collaboration right and the willingness collaboration right and the willingness collaboration right and the willingness to work with a lot of different people to work with a lot of different people to work with a lot of different people to make this work and I and I wish this to make this work and I and I wish this to make this work and I and I wish this discussion discussion discussion quite frankly was not always about Rural quite frankly was not always about Rural quite frankly was not always about Rural America as much as it should be balanced America as much as it should be balanced America as much as it should be balanced with the fact that we have with the fact that we have with the fact that we have in your example perfectly illustrates in your example perfectly illustrates in your example perfectly illustrates what I'm about to say is we have what I'm about to say is we have what I'm about to say is we have communities that are surrounded by communities that are surrounded by communities that are surrounded by amazing infrastructure but because of amazing infrastructure but because of amazing infrastructure but because of demographics and economics they're not demographics and economics they're not demographics and economics they're not being served being served being served and that that's something positive that and that that's something positive that and that that's something positive that needs to come out of feed needs to come out of feed needs to come out of feed ly yeah and that's one of the things so ly yeah and that's one of the things so ly yeah and that's one of the things so one of the key takes that I'm walking one of the key takes that I'm walking one of the key takes that I'm walking away with or I walked away on day one away with or I walked away on day one away with or I walked away on day one and and and is when we look at being it's really is when we look at being it's really is when we look at being it's really focused on focused on focused on right and when we talk about Equity it right and when we talk about Equity it right and when we talk about Equity it transcends just to build that transcends just to build that transcends just to build that infrastructure and one of the things infrastructure and one of the things infrastructure and one of the things that we were talking about earlier was

that we were talking about earlier was that we were talking about earlier was how it's important for the recipients or how it's important for the recipients or how it's important for the recipients or the consumers and customers the services the consumers and customers the services the consumers and customers the services that are delivered to these that are delivered to these that are delivered to these infrastructures to be able to get infrastructures to be able to get infrastructures to be able to get utility out of them that means endpoint utility out of them that means endpoint utility out of them that means endpoint devices right devices having affordable devices right devices having affordable devices right devices having affordable cpes or uh you know a customer on cpes or uh you know a customer on cpes or uh you know a customer on premise equipment that's affordable to premise equipment that's affordable to premise equipment that's affordable to be uh uh you know available to their be uh uh you know available to their be uh uh you know available to their households that are in underserved or households that are in underserved or households that are in underserved or unserved communities unserved communities unserved communities to be deployed there so they can consume to be deployed there so they can consume to be deployed there so they can consume the services and those are all the services and those are all the services and those are all additional aspects of this larger theme additional aspects of this larger theme additional aspects of this larger theme of what we call digital Equity right of what we call digital Equity right of what we call digital Equity right it doesn't it doesn't it doesn't I wanted so it's not just about the I wanted so it's not just about the I wanted so it's not just about the infrastructure and so I think one of the infrastructure and so I think one of the infrastructure and so I think one of the things that for me at least I think things that for me at least I think things that for me at least I think needs to be a ongoing discussion is needs to be a ongoing discussion is needs to be a ongoing discussion is exactly what we're talking about up here exactly what we're talking about up here exactly what we're talking about up here is that Equity piece and I was really is that Equity piece and I was really is that Equity piece and I was really glad to hear in many of the sessions of glad to hear in many of the sessions of glad to hear in many of the sessions of mentions of equity right and a lot of mentions of equity right and a lot of mentions of equity right and a lot of the different mechanisms today that are the different mechanisms today that are the different mechanisms today that are in place to try to provide that most in place to try to provide that most in place to try to provide that most notably libraries right leaves were that notably libraries right leaves were that notably libraries right leaves were that Community Nexus where people can go to Community Nexus where people can go to Community Nexus where people can go to get connectivity services but how do you get connectivity services but how do you get connectivity services but how do you explain that out across communities so explain that out across communities so explain that out across communities so that's more available in households and that's more available in households and that's more available in households and I think that's the key thing right it's

I think that's the key thing right it's I think that's the key thing right it's an act thing yeah we've got to get rehab an act thing yeah we've got to get rehab an act thing yeah we've got to get rehab going I'm encouraged from the senator going I'm encouraged from the senator going I'm encouraged from the senator yesterday but I know they'll be you know yesterday but I know they'll be you know yesterday but I know they'll be you know soy spikes and besides it that way over soy spikes and besides it that way over soy spikes and besides it that way over allocating funds and everything you're allocating funds and everything you're allocating funds and everything you're right you know you can bring up the right you know you can bring up the right you know you can bring up the infrastructure but people can't afford infrastructure but people can't afford infrastructure but people can't afford it it it without doing anything again yeah I without doing anything again yeah I without doing anything again yeah I wanted to wanted to wanted to I think so yeah I was uh on the ACT I think so yeah I was uh on the ACT I think so yeah I was uh on the ACT program we helped out program we helped out program we helped out one of the biggest cities that he sees one of the biggest cities that he sees one of the biggest cities that he sees the new surveys and examples of the new surveys and examples of the new surveys and examples of Washington is where they have over 50 Washington is where they have over 50 Washington is where they have over 50 000 people that would be eligible for 000 people that would be eligible for 000 people that would be eligible for the ACP program but only about 1200 are the ACP program but only about 1200 are the ACP program but only about 1200 are we taking it so what's the difficulty we taking it so what's the difficulty we taking it so what's the difficulty there it is not just getting there it is not just getting there it is not just getting infrastructure there and the infrastructure there and the infrastructure there and the infrastructure is there uh what we need infrastructure is there uh what we need infrastructure is there uh what we need to do is educate those communities to be to do is educate those communities to be to do is educate those communities to be able to take advantage of that that to able to take advantage of that that to able to take advantage of that that to me is very I'm very passionate about me is very I'm very passionate about me is very I'm very passionate about that because that to me is a big that because that to me is a big that because that to me is a big disconnect and we're also recommending disconnect and we're also recommending disconnect and we're also recommending that you give those devices out there that you give those devices out there that you give those devices out there and we're recommending that all City and we're recommending that all City and we're recommending that all City governments you know usually at the end governments you know usually at the end governments you know usually at the end of the year they take the old equipment of the year they take the old equipment of the year they take the old equipment they Surplus it don't do that donate they Surplus it don't do that donate they Surplus it don't do that donate debt to somebody but refurbish if you do debt to somebody but refurbish if you do debt to somebody but refurbish if you do it back out into your community to get it back out into your community to get it back out into your community to get those people access you know the those people access you know the those people access you know the equipment to access the internet equipment to access the internet equipment to access the internet yeah that's great you know what we're yeah that's great you know what we're yeah that's great you know what we're geeks up here right on Iowa to talk geeks up here right on Iowa to talk geeks up here right on Iowa to talk about technology and one of the things I about technology and one of the things I about technology and one of the things I wanted to do is ask wanted to do is ask wanted to do is ask you Jeff and you Jeff and you Jeff and um you Bill in particular about

um you Bill in particular about um you Bill in particular about um um um uh the options out there I mean I mean uh the options out there I mean I mean uh the options out there I mean I mean can we look at the exhibition Hall and can we look at the exhibition Hall and can we look at the exhibition Hall and there's all kinds of Technologies out there's all kinds of Technologies out there's all kinds of Technologies out there right you have cbrs you have there right you have cbrs you have there right you have cbrs you have millimeter way you have like the millimeter way you have like the millimeter way you have like the paragraph stuff I mean you have fiber paragraph stuff I mean you have fiber paragraph stuff I mean you have fiber obviously obviously obviously um a lot of different types of um a lot of different types of um a lot of different types of connectivity Technologies and modalities connectivity Technologies and modalities connectivity Technologies and modalities out there as you guys are working with out there as you guys are working with out there as you guys are working with cities are you guys thinking through cities are you guys thinking through cities are you guys thinking through like the the choices and the options like the the choices and the options like the the choices and the options with your customers and clients and and with your customers and clients and and with your customers and clients and and working through some of the big working through some of the big working through some of the big challenges of not only getting the challenges of not only getting the challenges of not only getting the infrastructure out there but I think infrastructure out there but I think infrastructure out there but I think probably just as important the back end probably just as important the back end probably just as important the back end of things right how do you make that of things right how do you make that of things right how do you make that infrastructure investment a sustained infrastructure investment a sustained infrastructure investment a sustained one and one that is there for the long one and one that is there for the long one and one that is there for the long term right and uh is buying the services the services part of it is if you take a step back part of it is if you take a step back part of it is if you take a step back you've got to go back and look at the you've got to go back and look at the you've got to go back and look at the funding vehicles funding vehicles funding vehicles um funding the infrastructure is one um funding the infrastructure is one um funding the infrastructure is one thing but funding the operations but funding the operations because that stuff gets out there and because that stuff gets out there and because that stuff gets out there and who operates who operates who operates so now you're talking about you're so now you're talking about you're so now you're talking about you're talking about sustainability yes yes so

talking about sustainability yes yes so talking about sustainability yes yes so I mean so that so I talked to cities I mean so that so I talked to cities I mean so that so I talked to cities about the stuff that's not sexy it's about the stuff that's not sexy it's about the stuff that's not sexy it's really not but but it's necessary to really not but but it's necessary to really not but but it's necessary to build a sustainable foundation for build a sustainable foundation for build a sustainable foundation for delivering Services because isn't that delivering Services because isn't that delivering Services because isn't that the thing that cities are supposed to do the thing that cities are supposed to do the thing that cities are supposed to do they're supposed to deliver services they're supposed to deliver services they're supposed to deliver services but it's failing the majority because but it's failing the majority because but it's failing the majority because they're not they're not leveraging the they're not they're not leveraging the they're not they're not leveraging the vehicles uh so many cities I've talked vehicles uh so many cities I've talked vehicles uh so many cities I've talked to this if you can't do that we don't to this if you can't do that we don't to this if you can't do that we don't have fun so I'm like well there's 125 have fun so I'm like well there's 125 have fun so I'm like well there's 125 different programs that are sitting different programs that are sitting different programs that are sitting outside outside outside we don't know about you know SAS registrations I was like you know SAS registrations I was like what are those what are those what are those I'm doing and then we'll figure out I I'm doing and then we'll figure out I I'm doing and then we'll figure out I figured that's going out later but I figured that's going out later but I figured that's going out later but I mean the tech is the enabler it's it's mean the tech is the enabler it's it's mean the tech is the enabler it's it's truly getting these Partnerships and truly getting these Partnerships and truly getting these Partnerships and working together and I believe working together and I believe working together and I believe wholeheartedly that cities have got to wholeheartedly that cities have got to wholeheartedly that cities have got to work with utilities work with utilities work with utilities if you get everyone to the table and if you get everyone to the table and if you get everyone to the table and talk to everyone and you know about what talk to everyone and you know about what talk to everyone and you know about what you're trying to solve you'll get a you're trying to solve you'll get a you're trying to solve you'll get a number of opportunities to to work number of opportunities to to work number of opportunities to to work through the details yeah my experience is like you know I
